Foreign customers

Last July I had exactly the same problem as described here:

I have registered my case to the DB in August but even after more than 10 rounds of email exchanges I have not received neither my money back nor tickets issued. The DB team does not dispute the transfer from my account and cannot provide any confirmation of reimbursement. It goes over rounds of emails but no action. What can a foreign customer do to receive his money back as no tickets were issued?
